We are very fortunate to have universal preschool in Hoboken. Hoboken receives funding to provide free full-day preschool for 3 and 4 years because we are a Former Abbott district. The Abbot v Burke ruling was decided by the New Jersey Supreme Court in 1981. If you examine the case, it deals with using state funding to support children in poverty and signifies a commitment to leveling inequalities. The New Jersey School Funding Reform Act of 2008, P.L. 2007, c.260 mandates that all eligible at risk three and four year old children be offered a high quality preschool program beginning at age three. Finally, program is run separately from the public school district budget and is not tax funded.

The number of seats available to residents is NOT determined by the district. It is determined by the following New Jersey Department of Education-Division of Early Childhood Education (NJDOE-DECE) formula for obtaining our universe: the number of district 1st grade students multiplied by two.  This means that 616 seats have been calculated as our universe for preschool placement, however, as you know our stellar program draws many more than the NJDOE-DECE could ever expect. The NJDOE has graciously funded 990 seats indicating that Hoboken’s preschool funding level is over 156.2%
